In his chat Monday, ESPN's Chris Sheridan explains that the NBA owners' proposed "hard cap" on salaries is aimed at limiting the richest owners from "spending their way to a title...stockpiling the highest-paid and best players even though it would mean a huge luxury tax hit." While it didn't work for the Knicks or Mavericks, Sheridan notes, "That doesn't mean it couldn't work for (Mikhail) Prokhorov".
