At best it's a "snag", even critics admit, but two parcels of land needed for Atlantic Yards remain out of Bruce Ratner's grasp as of Friday. A state appeals court ruled that a developer improperly assigned leases to Ratner. The land is at the opposite end of the project from the Nets arena. The ruling won't stop the state from condemning the parcels, but might add to its costs.
