New York's Empire State Development Corp. says Bruce Ratner's Atlantic Yards project, which includes the Nets' arena, is "shovel-ready". That could qualify it for federal stimulus money. ESDC had initially said the project was not "shovel-ready", then issued a correction. One possibile use: having the feds pay to move rail yards beneath the arena. Meanwhile, a Ratner exec says plan on construction this summer.
