Two powerful state senators introduced a bill Monday to help finance an arena "truce" that would permit the Nets to move to "The Rock" next season...and shift concerts from Newark to the IZOD Center. Under the bill, tickets to events at either arena would carry up to a $3 surcharge. But Senators Richard Codey and Ray Lesniak face opposition to any tax from Gov.-Elect Chris Christie.
