Mikhail Prokhorov continues to clear up issues that could affect his application as an NBA owner. He says France has formally apologized for his 2007 detention on prostitution charges. Prokhorov was in Paris as part Vladimir Putin's official delegation. Meanwhile, Rod Thorn used some French to describe the ownership change, calling it a "fait accompli". He doesn't expect an official transfer til late in the season, however.
