Procedure, Public Purpose Dominate Eminent Domain Hearing

Judges wondered if by going first to federal court two years ago, critics had missed a deadline for challenging eminent domain in state court. They also questioned the state's lawyers over the project's public purpose and the extent of blight at the site. A ruling is expected next month.
