Without saying the city should end subsidies to the Nets' arena, the director of New York's Independent Budget Office told Brooklyn businessmen, "a lot has changed since 2005, when we found that the arena was basically a break-even proposition." George Sweeting said the city may have to "look at the mix of incentives" it's promised the Nets. "It doesn’t look like there will be much progress in the next few years".
