Critics lost again in their battle to stop or slow Bruce Ratner's plans for Atlantic Yards, the megadevelopment anchored by a new Nets' arena. A State Appeals court ruled unanimously that the state had considered the impact evictions would have on tenants in rent-controlled buildings that would be torn down under Ratner's plans. The Nets' owner has promised to provide the tenants with new apartments at the same rent in the project.
