Bruce Ratner's plan for the Atlantic Yards, with its 16 skyscrapers and the Nets' new arena, is becoming an election issue in a variety of state legislative and congressional races. The New York Times Monday laid out the positions in the state assembly election, where one candidate is opposed, one in favor and one in the middle, believing plans should be scaled down. All are candidates in the Democratic primary September 12. Whoever wins is virtually assured election in November.
