The New York State Senate Tuesday doubled the state outlay for improvements around the Nets new arena in Brooklyn, adding $33 million to the $33 million already approved by the State Assembly. The state and city had each promised $100 million to improve the infrastructure around the arena and mini-city planned by Nets owner Bruce Ratner. Governor George Pataki is expected to find the additional $34 million promised by the state. Not everyone is pleased.
