Simon Liu, one of several property owners still within the boundaries of Bruce Ratner's proposed mini-city, faces a tough choice. He can sell to Forest City Ratner for less than he thinks he deserves, or he can wait and hope to get more money if his property is condemned. He believes that FCR is using the threat of condemnation as a way to get property owners to sell for much less than what their property would get otherwise.
