A group of Brooklyn clergy, disturbed by the belief that all African-Americans support Bruce Ratner's development plans, yesterday asked the Nets' owner to make changes in his mini-city. The group even proposes a "10 Commandments of a Community Benefits Agreement", including "Thou shall not steal or evict people from their homes". Civil rights leaders Herbert Daughtry and Al Sharpton have endorsed the plan.
