Eighteen members of the New York City Council have introduced a bill to prevent the city from taking land under eminent domain for economic development. The bill is plainly aimed at Bruce Ratner's plan for a $3 billion mini-city anchored by a new Nets' arena. Its chances of success are limited by Council President Gifford Miller's support for Ratner's plans.
