Yesterday's collapse of a building site on New York's Upper West Side could effect the plans of the company competing with Bruce Ratner for the right to develop Brooklyn's Atlantic Yards. Extell Development Co. owned the building whose collapse injured five people. Regarded as an angel by those opposed to Ratner's plans, Extell is seen as more of a bete noire for those opposed to development in Manhattan.
