New federal and state legislation restricting cities from condemning private property could seriously effect Bruce Ratner's Brooklyn plans, including the new Nets' arena.
The legislation, which appears headed for approval, would make the process, known as eminent domain, difficult. Editorialists suggest if the bills pass, it would hurt cities everywhere.
