New federal and state legislation restricting cities from condemning private property could seriously effect Bruce Ratner's Brooklyn plans, including the new Nets' arena.
The legislation, which appears headed for approval, would make the process, known as eminent domain, difficult. It is a reaction to a recent Supreme Court decision giving cities and states more condemnation power. Ratner needs it to aquire the final pieces of his land puzzle. Editorialists suggest if the bills pass, it would hurt cities everywhere.
