The next stage in the approval process for the Nets' arena and mini-city begins Tuesday. The first of two public hearings on its environmental impact will be held in Brooklyn. The process promises to be heated as Ratner's critics are calling for big turnout. Once the environmental impact is completed, the project will go for final approval.
