Is the NBA draft lottery rigged

This is an issue that is brought up many times on threads like these, but i feel it needs to be revisited. If you look back at draft history there is no consistent team getting good lottery picks except for maybe the Clippers. But there are some things to look at if you enjoy conspiracies. For example, look at the OKC Thunder, that entire team has been built off draft picks especially KD and Russel Westbrook. Is it that unlikely that Stern wanted the Super Sonics to go into OKC with a good team and the franchise and fan base get off on the right foot. What about John Wall and the Wizards. Many Nets fans thought we practically had him with a 25% chance of getting him. Is it suspicious that as soon as Gilbert Arenas goes through his drama, that the wizards win the chance of getting a future superstar at PG. What about Rose to Chicago, just as the team looks as if it will hit the gutters they get the hometown hero Derrick Rose. Now im just contemplating, but what if the nets were able to get top 3 pick in the lottery. NYC is a huge market and stern might want Brooklyn to start off good to get more attention in the NBA, get the fans involved, and fuel the Knicks vs Nets rivalry. So i ask you, do you believe the NBA draft lottery is rigged, isnt rigged, or only rigged on occasions such as the ones i listed above
