Salary Cap and Amnesty Rule
Based on the latest proposals from the league and players, amnesty rule will difinitely be part of the new CBA. It's a win-win for both the players and teams - wiped out BAD contracts off the cap while the players still get paid. If there's a season this year, I think there will be lots of additional free agents (Chris Bosh?!).
After digesting all the proposals and NHL & NFL lockout scenerios, I think the split of revenue will probably be 50% -52% between the players and owners, which implies the salary cap will be ~10% lower. If they can settle this year, I think the CAP will not be "HARD" like NFL or NHL. If the lockout last for the whole season, it will probably be a hard cap at 50% split - see NHL! For all of my fellow Net fans wanting to add free agents, I think teams that can manage the CAP the best will have the best chance to succeed in the next CBA.

Outlaw is fortunate that the Nets don't get the coverage the Knicks do

He is wrong and is looking for whatever reason to believe Outlaw won’t be released. In 2005, the amnesty clause only applied for luxury tax purposes and didn’t clear cap space, but as has been explained numerous times by Coon, that is why they changed only luxury tax rules, not cap rules. Like Coon said, if they change cap rules, there WILL be an amnesty clause and it WILL clear cap space. The league is not going to change the cap rules and not give its teams the chance to correct mistakes they made under different rules.
What is being said is...
That the Nets may wait and use the amnesty clause after the trade deadline. The would be able to make a trade with, for example, the Magic, have a horrible contract like Arenas included and then use the clause to drop him.
That won't happen, that's crazy. Where are you even getting something like that from, a Bleacher Report article?

People were wondering why NI said that the Nets wouldnt use the amnesty clause on Outlaw. This is what I remember being suggested. What is so crazy about it? It is very logical and makes sense.
What is crazy about it is it will never happen.
It won’t be a use at your leisure clause exactly for reasons like that.
Teams will have only until the season to use it and there will be a date set in the summer, probably about a week or two from the new CBA coming into effect that you have to have a player on your roster by to even be allowed to exercise the clause.

there would be a deadline to use the amnesty clause on a player before the season starts, since that would give the released players the chance to find a new team before the season starts.

… if the article was written by someone who actually followed the NBA.
Stephen Jackson, Udrih, and Maggette have all been traded from the teams he feels should be considering them for amnesty.
