Procedure, Public Purpose Dominate Eminent Domain Hearing

A missed deadline and public purpose dominated the Atlantic Yards eminent domain hearing at the State Court of Appeals Wednesday. Judges wondered if by going first to federal court two years ago, critics had missed a deadline for challenging eminent domain in state court. They also questioned the state's lawyers over the project's public purpose and the extent of blight at the site.
