New York State quietly formed a new development agency in November to help Bruce Ratner with public improvements around Barclays Center. The Brooklyn Arena Local Development Corporation will oversee tax-exempt bonding for improvements, freeing the city from financing them. It's yet another sign New York officials still back the arena. Meanwhile, the Post offers its own design for a toned down arena.
